Bad weather and the federal Virginia Graeme Baker Pool and Spa Safety Act prevented a number of aquatic venues from opening on time this season. According to reports, lingering confusion over the legislation and a lack of funding for required changes resulted in a number of late openings at facilities such as Baylor University’s new student center pool and municipal pools in the Dallas-Fort Worth Metroplex; Green Bay, Wis.; and Pittsburg, Kan. Opening late due to cold snaps or torrential rain were the Williamstown (W. Va.) Health Lifestyle Swimming Pool; Pawnee Plunge waterpark, Columbus, Ohio; and Crystal Falls, Hot Springs, Ark.
